I have a bottle fed lamb who’s mother didn’t want to take her and she is a month old and I noticed her umbilical is dried up but it’s bunched up right against the stomach and it has a yellow/orange crust to it

Just checking - she's not trying to pee through it, is she? Not that I've ever made this mistake before, you understand  :innocent: .

Sounds like an umbilical hernia.  Needs a little suture to close it by the vet.
