Natural biting insect repellent

After such a warm wet winter there are more than usual mosquitoes midges and tics around ( as well as slugs and snails in the garden, grrrr).  Does anyone have a recipe for a natural insect repellent which does not leave the coats sticky?
I have tried both a cocktail of essential oils and Neem oil.  Both have been successful in deterring the insects but with oil and detergent bases they leave the coats sticky. The dirt then collects on them and brings its own problems.
I was wondering about using a base of rubbing alcohol or acetone......
